First of all, I would like to personally apologise for any inconvenience caused by National Parking Management Services (NPM).
We hired this company to manage our car park in order to stop non-members taking up spaces but instead, they focused all efforts on dishing out PCNs to our loyal members. This is unacceptable and we immediately cut ties with them on 20/06/2025.
In order for a PCN to be issued, signs must be displayed with parking terms.
On 04/04/2025, NPM requested permission from the land owner to install signage but this was not granted, therefore invalidating any agreement.
We have informed NPM that all PCNs issued are invalid as there are no signs displaying parking terms anywhere in the car park. However, they have ignored us completely.
Unfortunately, they have stopped responding to our calls and emails so we have no control over their attempts to fraudulently seek payment from you.
DO NOT PAY THIS COMPANY UNDER ANY CIRCUMSTANCE.
They have absolutely no legal right to claim payment from you. If you do not pay, nothing will happen! They know this, but will still try their luck.
Although we cannot stop NPM contacting you, we will do everything we can to support you.
I understand some members will still be anxious so I have outlined some steps for you to take below.

2. Copy and Paste the text shown below in bold below and use it for the appeal
3. Email the same text to admin@npmservices.co.uk
IMPORTANT
Use ONLY the text provided in bold below for your appeal. Adding any more details may create further complications.
Please cancel this PCN as it is invalid.
As you are aware, parking terms must be displayed clearly in order to legally issue a parking notice.
There is no visible signage displayed in the car park at Gym Eastbourne and never have been.

If NPM decline your appeal and claim the PCN will still need to be paid, please respond to them with the following text -
The PCN issued is invalid due to the fact there are no signs displayed showing parking terms.
Any claim for payment from NPM is now deemed as fraudulent.
NPM may send you further letters outlining their intention to take legal action. You may even receive letters from their "solicitors" or "debt collectors". These companies will simply be subsidiaries of NPM.
IGNORE ALL OF THEM.
With a last ditch attempt, they can raise a county court claim. But it's extremely unlikely.

In order to raise a claim, they will first need to pay a £35.00 claim fee and will need to provide evidence of a legally binding contract with the landowner....which they do not have.
